Are you sure it's not your clutches?? My '87 was losing power and if I fiddled with the throttle it would feel like a carb problem but it was a small slip in the clutch discs. Just a thought, you might want to take a ride and check out to problem again to see if it might be the clutches.
I'm also wondering if the vacuume problem is a problem with later model Savages, mine being an '87 hasn't showed this problem (or hasn't showed it yet).
